Forms, timing and where to file

Check that this filing path fits your actual papers and your role.

Match the procedure, your role and the actual papers before using a period or form. No personal due date is calculated. Current rules, service, exceptions and local filing requirements need confirmation.

Submit a state election-law complaint to SBEC

Your next steps

  1. Identify the election, alleged conduct, responsible persons and supporting records.
  2. Use the current SBEC Official Complaint Form and complete its signed affirmation.
  3. Check the election and certification dates against the statutory filing window.
  4. Send the completed complaint to SBEC and keep proof; pursue ballot cure or an election contest separately when needed.

What forms or applications do I need?

How much time do I have, and when must I file?

Published period — confirm applicability

Period: No earlier than 49 days before the election and no later than 49 days after the deadline to certify that election.

What starts the clock: The associated election date and its statutory certification deadline.

What to do: File within the window printed on the official complaint form.

Exceptions and checks: HAVA, ethics complaints, ballot-cure deadlines and judicial election contests are different processes.

Authority: Arkansas Code 7-4-120; SBEC August 2025 Official Complaint Form. · SBEC Official Complaint Form August 2025 ↗

Where and how do I file?

Receiving office: Arkansas State Board of Election Commissioners.

Submission method: Deliver the signed form using its instructions to 501 Woodlane, Suite 122 South, Little Rock, AR 72201; confirm any other accepted channel.

Jurisdiction and venue: Statewide election enforcement for the associated Arkansas election.

Boone County check: For every county, identify the election and local board involved; residence alone does not identify the alleged violation.

Use the named agency, federal office or provider’s current instructions. County court filing contacts do not replace this submission route.

Before you submit: Verify signatures, attachments, current form edition, fees or fee-waiver process, service requirements, and whether the office must receive or accept the filing by the deadline. Keep the accepted copy or receipt and follow up on rejected submissions. A referral or phone call does not extend a separate deadline.

Limits: Filing this complaint does not cure a provisional ballot, change election results automatically or replace a court contest.

  2. Contact the county election or clerk office about the specific issue.

Questions to ask before acting

  • Did this happen in housing, work, school, a public service, custody or a business?
  • Which organization controlled access or made the challenged decision?
  • Which complaint body has jurisdiction, and is a separate court action necessary?
  • What is the response method and deadline in my actual papers, and can I request language help, disability access or a fee waiver?

Choose the complaint body that covers the setting. Agency reports do not replace lawsuits or preserve every filing deadline.

Common mistakes to avoid

  • Do not assume a federal report automatically opens a lawsuit or stops a filing deadline.
  • Disclose only disability or other sensitive information needed for the relevant process.

Before filing, applying or traveling in Boone County

  • Identify the actual court, division, agency or provider from your papers. Your home county alone may not determine the correct venue or office.
  • Confirm accepted submission methods, current forms, required attachments, fees or waiver options, and any separate service or notice requirement with the responsible office.
  • Read the dates and instructions on the actual notice. Keep delivery records, accepted submission receipts and the next appointment or hearing information.
  • Ask early about an interpreter, disability accommodations, a safe contact method, remote participation or travel needs. Confirm who receives the request.
  • For representation, ask about issue coverage, income rules, conflicts and intake capacity. A referral or application does not mean a lawyer has accepted the case.
